An important area of implementation of the Sustainable Development Agenda in Russia is its promotion to the regional and local levels. The focus of the participants in the second cycle of the panel discussion is the application of the recommendations of the Accounts Chamber in terms of the organizational and managerial aspects of SDG integration, the development of a methodology, of systems for monitoring, audit and voluntary reporting at the regional and municipal levels. The first initiatives and experience of Russian cities and regions will be presented, as well as the best practices of implementing the 2030 Agenda and voluntary reporting of world leading cities in promoting the SDGs. At the end of September 2021, Russian Prime Minister Mikhail Mishustin signed a Government decree establishing the directions of concessional financing and criteria for selecting green projects, a package of basic documents for launching sustainable development projects in Russia and green financing instruments. The use of international instruments for responsible sustainable investment, the formation of a domestic system of green finance will allow attracting private capital to finance green and adaptation projects of cities and regions, as well as ensuring Russia’s contribution to the implementation of the global The SDG achievement agenda. On January 30, 2019, following the results of the last meeting of the Presidential Council for the Local Self-Government Development, the President of the Russian Federation Vladimir Putin has instructed the Ministry of Economic Development of the Russian Federation to prepare a draft Basic Principles of the State Policy for the Local Self-Government Development in the Russian Federation until 2030. This instruction sets the task to all stakeholders to define what should be reflected in the Basic Principles, what are the current vectors of the local self-government development in Russia and what they could have been. In other words, the following questions have to be answered: - How relevant and applicable is the Russian experience of local self-government accumulated in recent years? Have we retained the essential features of this experience under current conditions? XIV round table devoted to international cooperation continues its traditional work on addressing current challenges, discussing and highlighting the goals of international regional development and strategic territorial planning, based on the experience of the near and far abroad, as well as on the leading Russian experience. This year the discussion will be focused on developing interregional cooperation amidst overcoming the COVID-19 pandemic. Leading experts from Finland, Great Britain, Belgium, France, Switzerland, African countries and other countries will present their ideas and best practices in the context of the specific areas and the main topic of the round table in the social, cultural, environmental, economic fields. In addition, leading Russian experts will share their experience and results regarding the main themes of the session. The round table will also provide an opportunity to establish direct contacts and exchange experience of both foreign experts and the Russian authorities. In the spring of 2020, amid the pandemic and uncertainty in the global energy market, administrators were forced to switch to anti-crisis budget management to timely implement the measures taken to support the economy and the population. Over the seven months of 2020, compared with the corresponding period of 2019, income tax revenues to regional budgets decreased by over one fifth; a decrease in other sources of income has also been indicated. At the same time, to recovery the economy during the crisis, regions of Russia had to increase expenditures. In doing so, the regions initially had different fiscal resilience and resources for implementing anti-crisis measures. This year, the session of Interreg Baltic Sea Region Dialogues celebrates the 20th anniversary of the work in the Russian National Sub-Committee of the Programme. Representatives of the Russian regions in the Programme share achievements of Interreg projects that make them proud. Following this, we look into some examples of transnational cooperation projects. All in all, partners from Russia have taken part in 48 out of 140 projects of Interreg Baltic Sea Region. The projects cover all three Programme priorities: capacity for innovation, sustainable transport and management of natural resources. Over 500 partner organizations from all Baltic Sea region countries cooperate in transnational projects with Russian participation. In this session Russian and EU partners share solutions they develop in their projects and how they validate the usefulness of these solutions for their cities and regions. - What solutions are developed in transnational cooperation projects? - How do the partners pilot these solutions during the project implementation? Which organisations take part in these pilots? - What is the next step in sharing these solutions to organisations outside the projects’ partnerships? We also talk about the future of transnational cooperation in the Baltic Sea region: what the upcoming programme period 2021-2027 brings for us. The Managing Authority/Joint Secretariat of the Programme present the Programme’s thematic priorities ‘Innovative societies’, ‘Water-smart societies’, and ‘Climate-neutral societies’. Due to the high concentration of natural resources in the Arctic territories, for many countries one of the key goals regarding the Arctic region is the economic exploitation. The geopolitical significance of the Arctic region is also growing. However, exploitation of natural resources of the Arctic territories, let alone the strategic security, does not necessarily mean the creation of comfortable conditions and increase in the population living in the Arctic Circle. The ESG concept is widely used to assess companies’ performance, including the quality of corporate loans (green bonds). The VII Municipal Strategy Contest 2021 “The Best Strategy Being Implemented in the Arctic” (hereinafter – MSC-2021) aims at identifying successful experience of implementing strategies and strategic projects in the municipalities of Russia’s Arctic Zone, and also at identifying innovations and effective responses to socio-economic challenges at the municipal level. Since 2018, regional projects have been launched to identify and develop private fastest-growing tech companies (the Regional Champions project). The project currently includes 10 regions. Regional projects aim to increase the volume of high-tech exports and sales of tech companies, establish a mechanism for eliminating administrative barriers for tech companies, and increase the efficiency of mechanisms of governmental support for innovative business.
