	Online. Round Table. Market Leaders 2020 or the ‘Parade’ of Strategists
	Organizers :  Resource Centre for Strategic Planning under Leontief Centre
The ‘Parade’ will bring together the best known and most active organizations (teams) of the territorial strategic consulting market — market leaders 2020. Each team will have 11 minutes to present their understanding of today’s strategic planning in Russia, highlight its methodology features and planning technology. Representatives of potential customers — strategic planning department heads in Russia’s regions and municipalities — will give a feedback on the consultants’ speeches. Three winners will be selected via the sympathy voting from the audience. Following the round table, a press release will be disseminated with reference to all the participants. Video recording will be posted on YouTube. Thus, it is planned in a fun mode to compare consultants’ proposals and customers’ expectations, to identify technology trends, and to show possible approaches to territorial strategic planning. 	Online. Panel Discussion. Dealing with Unfinished Construction Projects as a Driver for Regional Development

Unfinished construction projects generally demonstrate inefficient use of money and are often associated with violations during the construction. This situation is largely attributable to poor planning without taking into consideration regional, climatic and other features. Unfinished construction projects, funded from budgets of different levels, include schools, university campuses, health clinics, hospitals and other social facilities, as well as roads, insulated pipes, and communal infrastructure, sports complexes and stadiums, etc. Due to construction schedule violations, children in some regions of Russia are forced to get to school by special transport, and in some places it is impossible to receive timely medical assistance. The analysis by the Accounts Chamber of the Russian Federation showed a number of significant shortcomings in the governance system in relation to unfinished construction projects. The existing legal regulation does not provide a comprehensive solution to the challenge of reducing unfinished construction projects and requires improving the legislation of the Russian Federation. XIII round table "International cooperation for regional development" continues its traditional work on addressing current challenges, discussing and highlighting the goals of international regional development and strategic territorial planning, based on the experience of the near and far abroad, as well as on the leading Russian experience. Over 50 million people in Russia live in polluted air. A very high level of pollution is observed in 18 cities with a total population of 3.3 million people. The XV session of the Interreg Baltic Sea Region Programme Stakeholder Dialogue marks the 30th anniversary of the Interreg – the main EU regions’ cooperation instrument both within the EU and beyond. This year we look back on how the cooperation between Russian regions and BSR EU partners started more than 20 years ago and how it has evolved, what the current results are and what we can expect from the upcoming programme period. Partners from Russia have taken part in 48 out of 140 projects of Interreg Baltic Sea Region, covering all three Programme priorities: capacity for innovation, sustainable transport and management of natural resources. Over 500 partner organizations from all Baltic Sea region countries cooperate in international projects with Russian participation. This year dialogue focuses on the tangible results that projects achieved in the funding period 2014- 2020: Russian and EU partners share what main benefits they see in transnational cooperation and what it brings to their regions. - What are the main results of transnational cooperation projects? - How do the projects engage local, regional and national stakeholders? How people living in the region benefit from the projects? - Are there any ideas for future transnational cooperation? In addition, the audience learns about the cooperation prospects for the funding period 2021-2027 between Russian regions and BSR EU partners. Concept	Online. PLENARY SESSION. How to Ensure Sustainable Development in the Era of Uncertainty
The Accounts Chamber of the Russian Federation held the expert and analytical event «Analysis of Public Governance to Adopt the 2030 Agenda for Sustainable Development». The analysis showed that «goals and targets in Russia’s strategic planning documents are similar to all the 17 SDGs, but we can’t say how to adjust the 2030 Agenda to Russia, how to achieve the goals and manage the system. And the main reason for this is the lack of well-established cooperation between Government agencies when it comes to implementing the 2030 Agenda». Topics for discussion: integrating the 2030 Agenda’s provisions, important for Russia, into Russian strategic plans; incentives and mechanisms for integrating the SDGs into regional strategies; cooperation between government, business, and civil society, paving the way for sustainability in the era of uncertainty.    ,

Value-Based Medicine (VBM) focuses on a patient’s interests and expectations from interactions with medical institutions. Under this model, the results of the patient’s treatment should be adequately measured and fairly assessed based on a large amount of data, placed in the patient’s electronic medical record. The allocation of resources for healthcare in this case is carried out mainly in accordance with the results achieved, allowing their subsequent comparison. This makes it possible to assess the treatment methods’ validity and determine the final effect for both patients and the healthcare system as a whole. Smart Healthcare Innovation Platform promoting VBM is applied to cardiology in St. Petersburg and is the main goal of the Russian part of the BSR S3 Ecosystem project of the Interreg Baltic Sea Region Programme. Topics to be discussed: 1. St. Petersburg state information system in healthcare, providing smooth integration in medicine. 2. The key tasks and challenges of interaction between medical institutions and ambulatory clinics in providing high-tech medical care — the case of cardiology. 3. Leading Russian business companies pay great attention to social stability and infrastructure development, improving the quality of life in the regions. Over the past five years, much attention has also been paid to improving the quality of urban environment and infrastructure, and green initiatives. A special role is given to partnership programmes between governments and business. In the context of the COVID-19 pandemic, the efficiency of cooperation between business and government has again become the focus of public attention. In Russia, development institutions, in particular the state development corporation VEB.RF, play a significant role in promoting effective cooperation between business and local governments. Tools for assessing the contribution of business companies into sustainable urban development in Russia are yet to be developed. The COVID-19 crisis could undermine progress countries have made over the past decades to achieve the Sustainable Development Goals (SDGs). Coping with the coronavirus pandemic could lead to a dramatic deterioration in all areas of sustainable development and exacerbate already high levels of inequality within and among countries. The situation requires timely action, both at national and global level. In 2020, the Accounts Chamber of the Russian Federation analyzed Russia’s public administration system and found that measures should be taken. Concept	Online. Panel. Green Growth in Russia: Theory and Practice

This panel explores the prospects for green growth in Russia. We discuss how the concept of green growth is understood in Russia, and what are its potentials and related benefits. Understanding how green growth is conceptualized and being advanced in practice in Russia carries a wider societal importance as it can open further dialogue and cooperation on many levels – international, government, business, academic and civil society. Russia’s climate change policy and waste policy are taken as examples of green growth potentials. First, the conceptualization of green growth in Russia is discussed based on scientific literature, media analysis and interviews conducted with Russian experts. Then, Russia’s current and potential future directions of climate change are discussed in the context of green growth. Finally, the panel reports case study on green growth in Murmansk waste sector.
