The ESG concept is widely used to assess companies’ performance, including the quality of corporate loans (green bonds). The concept has recently begun to be applied to cities and regions, led by the Analytical Credit Rating Agency, the Lipetsk Region and the Leontief Centre – AV Group Consortium. One of the important landmarks of the future Strategy for Socio-Economic Development of the Lipetsk Region will be the ESG-Region concept — the territory with a high degree of readiness to respond to environmental, social and managerial risks from the government, business community and the population. Development of supraterritorial entities (urban areas and macroregions) has become an important part of regional policy and one of Russia’s spatial development priorities. Today’s urban agglomeration processes are spontaneous and unregulated, and the existing law enforcement practices are sparse and ambiguous. Due to the high concentration of natural resources in the Arctic territories, for many countries one of the key goals regarding the Arctic region is the economic exploitation. The geopolitical significance of the Arctic region is also growing. However, exploitation of natural resources of the Arctic territories, let alone the strategic security, does not necessarily mean the creation of comfortable conditions and increase in the population living in the Arctic Circle. These tasks can be solved through a fly-in/fly-out practice without building traditional permanently inhabited settlements, which is often beneficial for companies developing new fields. But this approach is not acceptable to all territories and may contravene long-term national interests in the Arctic region. 15:00 - 17:00 Concept	3.B4. XVI session. Interreg Baltic Sea Region Dialogues: Results, Challenges and Joint Priorities

This year, the session of Interreg Baltic Sea Region Dialogues celebrates the 20th anniversary of the work in the Russian National Sub-Committee of the Programme. Representatives of the Russian regions in the Programme share achievements of Interreg projects that make them proud. Following this, we look into some examples of transnational cooperation projects. All in all, partners from Russia have taken part in 48 out of 140 projects of Interreg Baltic Sea Region. The projects cover all three Programme priorities: capacity for innovation, sustainable transport and management of natural resources. Over 500 partner organizations from all Baltic Sea region countries cooperate in transnational projects with Russian participation. In this session Russian and EU partners share solutions they develop in their projects and how they validate the usefulness of these solutions for their cities and regions. - What solutions are developed in transnational cooperation projects? - How do the partners pilot these solutions during the project implementation? Which organisations take part in these pilots? - What is the next step in sharing these solutions to organisations outside the projects’ partnerships? We also talk about the future of transnational cooperation in the Baltic Sea region: what the upcoming programme period 2021-2027 brings for us. The Managing Authority/Joint Secretariat of the Programme present the Programme’s thematic priorities ‘Innovative societies’, ‘Water-smart societies’, and ‘Climate-neutral societies’. We also look into types of cooperation projects: what activities can be planned in new projects. The members of the Russian National Sub-Committee share their expectations to future projects. The round table is dedicated to rethinking the practices that have developed in the field of public catering, which should be considered as one of the important tools to ensure the achievement of the strategic goals of sustainable development (SDGs). The key condition for solving this problem is efforts to establish a healthy lifestyle as a priority social value, which actualizes the need to search for more effective forms of environmental education to establish rational and responsible public consumption. The topics of healthy eating and healthy living are gaining special relevance in the context of the coronavirus pandemic. An important part of this agenda is the exchange of experience and adaptation, taking into account the Russian specifics, of the best domestic and foreign practices in the field of organizing sustainable procurement for state and municipal needs in the field of public catering and discussion of ways to consolidate the efforts of business, the state and the scientific and educational community. In recent years, the health care agenda has come to the fore, both the issues of integrating new solutions and reforming the existing system are being discussed.
