Many strategies of different levels are approved annually in Russia such as: sectoral strategies of federal agencies, regional and municipal strategies. Each region generally plans to develop independently without regard to real opportunities and plans of neighboring regions. How to combine resources of neighboring regions to both develop and reduce costs? How to continue long-term development of regional competence and become a competitive region by collaborating with like-minded regions of Russia? Meeting the challenges of social development and improving people’s quality of life depends heavily on scaling of new tech solutions and social technologies, which are tested and implemented by NGOs and social entrepreneurship organizations. Examples include the long-term care programme implemented as part of the Demography National Project, the system of social orphanhood prevention, and the palliative care programme. Universities are beginning to play an active role in this, becoming partners of the regions in developing NGOs and social entrepreneurship, and acting as think tanks, volunteer centers and business incubators. In the spring of 2020, amid the pandemic and uncertainty in the global energy market, administrators were forced to switch to anti-crisis budget management to timely implement the measures taken to support the economy and the population. Over the seven months of 2020, compared with the corresponding period of 2019, income tax revenues to regional budgets decreased by over one fifth; a decrease in other sources of income has also been indicated. At the same time, to recovery the economy during the crisis, regions of Russia had to increase expenditures. In doing so, the regions initially had different fiscal resilience and resources for implementing anti-crisis measures.
