To align project management tools with strategic planning, in 2020 a new management system for the Government programs of the Russian Federation was developed on the principles of project management. The regulation “On the Management System of the Government Programs of the Russian Federation”, approved by the Order of the Government of the Russian Federation No. 786 of 26 May 2021, provides for a new procedure for development, implementation and monitoring of the Government programs at federal and regional levels. Also, during 2021, new editions of the Government programs of the Russian Federation have been developed together with the responsible performers. The editions have been developed in accordance with the new methodological base and are planned to be implemented from 2020. Assessing the efficiency of strategic planning is inextricably linked with the public administration performance criteria. The quality of planning largely depends on the qualifications and motivation of civil servants, process optimization in public administration, and the existence of self-assessment mechanisms for government bodies. On the interactive map on the UNWTO (Sustainable Development) website, which shows world practices for the development of sustainable tourism, not a single case has been recorded on the territory of Russia. In Russia, this topic has not been given due attention, except for specially protected natural areas (PAs). Until we treat our entire natural territory as a protected area and start stimulating entrepreneurs and tour operators with grants / subsidies, there will be no effective sustainable development of the territory. Regions have clusters and funds, but none of them has financial support in tourism specifically for facilities / services that would comply with the SDGs.
