The Accounts Chamber of the Russian Federation organizes two events at the Strategists' Forum in addition to two plenary sessions

 

The panel discussion "Implementation of the SDGs: financing, monitoring, best practices of cities and regions" will be held on October 25, from 11.45 to 13.45. It is crucial to implement the Sustainable Development Agenda in Russia at the regional and local levels

Issues of monitoring the implementation of the SDGs in the regions of Russia, the first results and development problems; international recommendations and best practices of foreign leading cities in promoting the SDG agenda; the Russian taxonomy of green projects, the first experience of "green" financing of regions; financial tools of Russia–EU cooperation aimed at integrating the SDGs into the strategies of regions and municipalities will be argued simultaneously within the discussion. New initiatives and best practices in this way will also be presented.

 

The brainstorming session "Openness of regional authorities: approaches, practices, development of accountability" will take place on October 26, from 11.30 to 13.15. In order to ensure the formation of a political, legal, financial and economic culture and increase the level of citizens' trust in the authorities, it is necessary to guarantee a dialogue between citizens and government. Now residents are more likely to contact with the authorities at the local and regional levels, whereas easy-going relations is tended to be there. During the brainstorming session, experts will talk over the "infrastructure" of openness in the regions: offline and online services, big data, human capital; how ready local departments and officials are to conduct an open dialogue and how local authorities can be more communicative, what are the main stop factors and restrictions.
