On September 14, a meeting of the Organizing Committee of the VII Competition of Municipal Strategies (CMS-2021) was held. The meeting was attended by representatives of the co-organizers of the competition: Civic Chamber of the Russian Federation, All-Russian Association for the Development of Local Self-Government, All-Russian Congress of Municipalities, St. Petersburg Committee for Arctic Affairs, Committee of Civil Initiatives, Arctic Development Project Office and ICSER Leontief Center.

 

The key issues for discussion were the completion of the acceptance of applications from participants and the further procedure for the competition.

 

The organizing committee approved the composition of the participants of the CMS 2021 - 11 municipalities. It was decided to allow all the contestants to participate in the final, dividing them into two groups by population: conventionally "large" and "small" municipalities. Participants will compete for the title of the winner within their group.

 

The «Big» group includes Arkhangelsk and Severodvinsk (Arkhangelsk region), Apatity (Murmansk region), Salekhard and Nadym region (Yamalo-Nenets Autonomous Okrug). "Small" - Kandalaksha district (Murmansk region), Oleneksky Evenk national district and the village of Tiksi (Republic of Sakha (Yakutia)), Usinsk (Komi Republic), Dudinka (Krasnoyarsk region) and Shoinsky village council (NAO).

 

Both finals will be held on the same day on October 25 as part of the Strategists Forum. During two consecutive sessions, the jury will determine the winner in each group and after that - the overall winner of the CMS-2021. The solemn rewarding of the winners of the competition, the presentation of a grant to the winner of the nomination from the Arctic Development Project Office and special prizes from the co-organizers will take place on October 26 during the second plenary session.

 

The organizing committee also decided to hold a briefing seminar with the finalists of the CMS 2021 in the videoconferencing mode on September 28 to explain the final procedure, the drawing of lots for the performance order and general recommendations for presentations. At the same time, each participant will receive recommendations for finalizing presentations and improving strategic planning documents from several experts who will conduct a preliminary review of the materials received.
